Under any 'real' operating system, no single process can consume 100% of
the system resources.

Exactly what problem are you trying to solve? Tuning the kernel, in my
experience, often gives a lot less of a performance increase than
specifically tuning the hardware to a certain task. For example, moving to
a dedicated swap disk using ReiserFS.
