[SQU] ACL does not work

Hi All.
I'm using SQUID Version 2.2.STABLE4.
This is part of squid.conf:
...
acl allow_users proxy_auth "/etc/squid/allow_users"
http_access allow allow_users
http_access deny all
...
The valid user starts big download. At this time his limit of time is ended.
I exclude a name of this user from /etc/squid/allow_users and reload
SQUID, but user download is continuing.

How can I fix this problem?
