More memory. Up it to 384MB or 512MB (256MB right now is under
$100...so why be chintzy with memory?) and see what happens. If that
doesn't help, switch to an async i/o compile of 2.4. Looks like
something (possibly not Squid) is going into swap memory. If Squid is
in swap, Squid goes slow.

You may also be hitting the limits of what your processors will handle,
though it looks like you've still got some idle time to spare. We
usually spec a 733 MHz machine with dual 7200 RPM IDE disks and
384MB-512MB RAM for 3 T1s. But that's with an async i/o compile.
