[squid-users] Squid access control

How i can restrict access to a network, example 10.0.0.0/255.255.255.0, but
all the other networks ,
10.0.0.1/255.255.255.0 have total web acces.
The network 10.0.0.0/24 cannot access to the URL in one archive (with porn
content exmaple www.playboy.com).
but the other networks yes.
I dont want to use squidguard.
