True64 support message queues. Or no ?

In the FAQ are:
ipc:
        msg-max = 2049
        msg-mni = 31
        msg-tql = 1024
        msg-mnb = 8192

ipc:
        shm-seg = 16
        shm-mni = 32
        shm-max = 2097152
        shm-all = 4096

I have this on my system:
msg-max = 8192
msg-mnb = 16384
msg-mni = 64
msg-tql = 40
shm-max = 4194304
shm-min = 1
shm-mni = 128
shm-seg = 32

So only msg-tql is low and I don't have shm-all. Is this problem ???
