Many possibilities.

* ACL list matching URL patterns to be blocked/denied.
* Delay pools, limiting bandwidth usage per user/network.
* reply_body_max_size, limiting biggest possible downloadable object
size
* Log monitoring, with a manual (or automated where applicable)
reprimand to users "not behaving".

The best differs with the situation.
