For all URL patterns the minimum time that Squid keeps this URL fresh in
the cache is 0. It also stays 20% of the current age (say the file was
created 5 days ago it stays fresh for 1 day). After 4320 minutes it
automatically becomes stale. Fresh means that Squid does not check with the
server (unless the client asks it to) and stale means that it will to an
IMS (if modified since)

See the squid.conf default file for explanation.
