[squid-users] maxconn doesn't work?

I am running 2.4-STABLE1 as an httpd-accel. In my squid.conf, I have:
acl crawler maxconn 3
http_access deny crawler
miss_access deny crawler

However, I can look at the file descriptor list and usually see stuff like this:

Clearly, 203.204.35.172 has more than the three connections allotted to it
and they are transferring more than just an error page.

Are cache hits considered free?
Are requests passed to a parent cache considered free?

Also, as long as I'm here, what does the * indicate?
