Squid 2.5 is a DEVEL branch, so don't expect too many stability ....

Currently, on my test system cygwin-svc SEEMS to work fine ....
I have only some problems using CygWin 1.3.2 dll, but with 1.3.1 all is OK.

The best thing is to try it ...
