Yes, but make sure to remove swap.state if Squid is running while you
restore the backup..

The following should work

1. restore backup
2. stop squid
3. remove swap.state
4. start squid

But in most cases it is not worth the effort to restore a backup of the
cache.. caches are temporary data with a relatively short lifespan.
