Well, it means that a request was made from the 202.40.130.0 network (it
looks like a c class network, to me.
http://www.ipindex.net/c/202/202_40.html, yup is is.)

According to the mask (255.255.252.0) it is a point to point network
consisting of four ipadresses: a point to point network. hmm, Requests
coming from this network are highly unlikely.

More likely the network admin has made a typo. I think it should be
'202.40.130.0/255.255.255.0'

To answer your question in the squid context: I wouldn't worry about it,
unless your servers are running in the '202.40.130.0/255.255.252.0' network.
It will be impossible to connect to servers in this network.
