Squid will shoot for staying around 90% of the cache_dir capacity (see
cache_swap_low) -- in this case 13363200 K. Your current settings are
excellent. You wouldn't want to push the partition capacity too much
higher, since you want to leave space to store new objects without
fragmenting them.
