It can transfer small items but in most occasions it is only to check. A
HTTP request follows if an ICP_HIT is received.

I am not sure if the new versions of Squid can still reply the content in
the ICP_HIT but as far as I know the freshness info gets lost. It is also
for content that fits inside one ICP_HIT. Datatransfer with UDP would also
result in loss of data. There is no retransmit. So no you do not really
want to try this...
