Currently iptables:

iptables -t nat -A PREROUTING -i eth0 -p tcp --dport 80 -j REDIRECT --to-port 3128

Although previously I used ipchains:

/sbin/ipchains -A input -j ACCEPT -i lo
/sbin/ipchains -A input -j ACCEPT -p tcp -d 208.206.76.44 80
/sbin/ipchains -A input -j REDIRECT 3128 -p tcp -s 0.0.0.0/0 -d 0.0.0.0/0 80
