Why don't you start Squid directly? It has the same functionality as
RunCache built-in.

/usr/local/squid -sY

If you absolutely want to use the old RunCache script you need to add -N
to the Squid command line to disable the built-in daemon mode, or
upgrade to a more current version where this script is fixed. (you
obviously are using some very old Squid version.. this RunCache bug was
fixed 2 1/2 years ago before Squid-2.2 was released).
