[squid-users] Cache Prob

Hello there I have this configuration in squid.conf file for caching the dta. But all the time I request a page (even static) from IE client instead from the cache it searches in the net. Please tell me what could be wrong in the conf or, what else i have to configure. My squid is working on 3128 port. I have a single Win98 clients with IE 5.5 for testing purpose. Please let me know if have to start or stop any other services for this purpose.
