Yes. There are two, both using pushcache protocols, based on
different versions of Squid.

The first is based on Squid 1.1.20, a quite old version of Squid. It
works and has seen some use, and is available as part of a satellite
toolkit from pushcache.com.

The other is based on Squid-HEAD, and is publically available from
squid.sourceforge.net as the push branch, but the UDP and related
protocols are as yet undebugged. The push branch is undergoing work
to make it feasible to merge with Squid-HEAD eventually.

It sounds as though the satellite kit is what you're looking for;
it also has push client software suitable for embedding in satellite
applications.
