Yes, but make install won't create a user nobody anyway, which is what
effective_user defaults to. If you make install as root, then who owns the
directories (won't it be root?) you sure would be unlikely to make install
as nobody.

Anyway, this is all rather pedantic stuff. There is no excuse for trying
to start squid without having read through squid.conf. It may seem
daunting, but if you read through squid.conf fully, you learn a whole lot.
Skip the sections that seem like they clearly don't apply to you, and read
the key sections properly.
