 Correct probably, SQUID may decide to use cache partition with
 the most available space, as a preferred solution.
 This can take a while over time, if you create a cache directory
 which is rather big with respect to the current setup.
 
 Alternatively you may want to have a look at :

store_dir_select_algorithm

 parameter in squid.conf
