In such case it is most easily done by combining policy routing and
tcp_outgoing_address.

tcp_outgoing_address to have Squid indicate that it wants to use the
other ISP.

policy routing to have your Squid server route the requests from
Squid to the other ISP. (see the "Advanced Routing Howto" and the
/sbin/ip command)
