[squid-users] Delay pools & cache

Hello

Is it possible to define some kind of ACL for delay pools in squid depending
on cache HIT/MISS ?
What I would like to do is slow down only transfer from internet but
transfers from local cache should be available at full speed... - Am I
missing some options in config or it's impossible?
