Nothing wierd.

Squid is asking your browser on each and every request. The ttl set in
squid.conf is only how often Squid should verify with the external
helper that your specific login+password combination is valid and has
nothing to do with seeing the login box in your browser.

To make your life easier (not having to answer a login box for each
and every request), browsers caches and reuses the same
login+password. How long this is done depends on the browser. Not
something Squid has control over.
