Provided you can find some kind of suitable pattern in the URL of these
downloads you can easily block them using acl's in Squid.
See also delay pools if your intent is bandwidth management rather than
control..
Note: To Squid or any other HTTP proxy a URL is just a URL. It does not know
if this URL was requested to be saved to disk or viewed on screen as part of
a HTML page or separately.
