[squid-users] need help

I have squid installed on a RedHat 7.2 machine.
I have an antena for download and a modem connection
for upload.
When the antena doesn't work I want the squid use the
modem for download.
I use the following:
cache_peer 193.227.110.18 parent 3128 0 no-digest
weight=4 connect-timeout=15

cache_peer 193.227.110.19 parent 3128 0 no-digest
weight=4 connect-timeout=15

cache_peer proxy.planetsky.com parent 3128 0 no-digest
weight=4 connect-timeout=180

cache_peer 217.156.70.1 parent 1080 0 no-digest
weight=1

The first 3 are for the antena.
The last is the modem connection.

The problem is that when the antena doesn't work the
squid doesn't use the modem. WHY???
