Squid is not a FTP proxy. It can proxy ftp:// requests by HTTP agents
(i.e. web browsers configured to use Squid as a proxy), but not FTP
requests by native FTP clients.

There is several OpenSource FTP proxies if you need one. See
freshmeat.
