[squid-users] auth limit

Is there a way to limit the number of users who are allowed to access
squid using authentucation ?

I want to create a system where there are many users, but only a handful
may access the proxy at any moment. This is due to the ISP's strict
regulation.

My problem is that the authenticator doesn't know when a connection has
been closed to the proxy. It should be implemnted on squid's side who
knows it own connections. Something similar to authenticate_ttl and
authenticate_ip_ttl but the restriction is on the number of authenticated
users not on the IP.
