To me it sounds alot like you don't get the traffic matched in the chains
(PREROUTING!), have you tried enabling accounting with "-j LOG --log-prefix
"something-aint-workin" to ensure that it's matched?

Did you try any of my suggestions and what was the outcome?

Is your proxy is running properly if you use it as a NON-transparant proxy?
