Then try to group your users into different access levels instead of
making individual rules for each user. Once you have a good picture
of what access levels you want to have converting this into squid
http_access rules isn't too hard. To work the other way around
(starting with the http_access rules) is almost impossible and very
likely to get wrong.

Note: The proxy_auth acl accepts a list of usernames to match for this
acl name, just like most of the other acls.
