Umm... You've asked a question for which the best possible answer is
Webmin, and then proceeded to rule out Webmin.

Sorry, if the best choice isn't a possibility, then I don't know what to
tell you.

You do know that you can strictly limit the capabilities of Webmin to
only allow access to specific modules and sections of modules, don't
you? (I'm assuming the reason you don't want Webmin is because it does
do many other things. If that isn't the reason you don't want Webmin,
then the question is moot.)
