[squid-users] Two ISPs

I'd like to have a redundant internet connection as I have two ISPs.
I've setup two squid server (each of it connects to each ISP) and one of
them as 'parent'.Theoretically, a client will use both ISPs bandwidth.
If one ISP down, it can not work only with one ISP. I assumed it will
use the other ISP which still alive.
Why? How?

TIA.
