It's definately not squid per se, I just tested and it took ~20 seconds.
It is a jsp driven site, so that's ok :].

We need more information about your squid setup to help you. Do you have
a firewall? Do you have upstream caches? Are you filtering any headers?
Do you have ECN enabled? Is your IE using explicitly set proxies, or a
autoconfig file?
