This error should indicate that the user aborted the request while the
TCP/IP handshake was being negotiated, before sending the actual request
to Squid.

Unless you have users complaining I would not worry, but you might want
to look into if there is some hacker trying to SYN flood your proxy or
other abnormal traffic. Firewalling proxies from the Internet is
generally a good idea in addition to Squid http_access rules..
