You can only use delay pools for traffic which is proxied via Squid.

If "Direct Connect" uses the HTTP proxy for all traffic that you want to
limit then delay pools should work just fine.

If it does not use the HTTP proxy for the traffic you want to limit then
other methods have to be applied, such as traffic shaping in your
routers etc.
