For the FQDN cache to be needed speed things up your confirutaion needs
to depend on IP->Hostname lookups. The only uses of the FQDN cache is

  a) log_fqdn on
  b) src_domain ACL type
  c) dst_domain ACL type is the user requests an IP address

If none of the above is used then there won't be any IP->Hostname
lookups and the FQDN cache will not need to be involved in anything.
