Such option would be quite dangerous
 a) It very easily consumes a whole lot more bandwidth than intended
 b) Most site operators very much dislikes such use of their sites

What you can do today is to set up a local mirror of the site, and then
use a redirector to send your users there instead of the original site.
Probably preferred method of doing this.
