yes I have you will have to patch your kernel source
using the following patch

http://www.squid-cache.org/WCCP-support/FreeBSD-4.x/gre.patch

and then recompile your freebsd kernel and then issue
then simply add your wccp router address in squid.conf

and enjoy wccp v1
