Does the WCCP box and the redirecting router need to be on the same
subnet even I you have a one to one NAT in a firewall? The reason I am
asking I have the below scenario with a Cisco router, ip_wccp w/ linux,
ipchains redirecting to squid port, and the router seeing WCCP hello
packets it just does not redirect.

If the below scenario does not work then when Squid is located on the
same subnet as the router the router must do the PAT? I am guessing
because if the router will always see port 80 traffic coming from the
firewall IP????
