You say total cache storage is 28gig, yet from
your squid.conf it seems that you have a 'cache3' configured
which is 73gig !
In that case your machine's RAM will be much too low (512 Mb).

Check the FAQ on mem. usage versus configured cache dir(s).

I know I've got 74 gig but I'm running cache_swap_high at 40%

This means that my caches never grows over 28 gig.

Do you still think that this should be changed?
