Yes. It's called "open proxy".

If Squid is misconfigured and

a) allows anybody to use it to
b) connect to privileged Ports, like 25

wowww! for testing I want to configure and try sending mails through
squid. How do I go through it? Do I just make acl all to allow anyone to
use my proxy? It will be interesting thing to see.
