sar is a quite good tool for monitoring.

mrtg is a quite good tool for monitoring+graphing.

rrttool is a quite goot tool for graphing monitored data..

The question how to monitor cpu and memory utilization is a general OS
monitoring question and is not specific to Squid.

If you want to monitor Squid specific parameters such as how many
request/s Squid is processing, request latency etc then it is a Squid
monitoring question. mrtg is recommended (see the Squid FAQ).
