I will suggest again if you want to send request two differenet server
regarding web services use dns. anohter solution is Clustering .. under
linux it is open source so you can configure a cluster server it will work
like that

    clients \
                \
/Web Server 1
                  -----Cluster Server------------------/
                /
\
  clients /
\ Web Server 2

also windows 2000 and Windows 2003 server both have clustering support by
default ...
