[squid-users] socket failure (99)

Could someone tell me what I may be doing wrong

am getting a Socket Fairlure (99) Cannot assign requested address

But I know the server is not busy?

Using squid 2.5stable 1-2 on RH9

anyone with a fix on what i did wrong in my squid.conf?
