True. Coz routers will replace the packet headers that are passing thru it
with its own ARP, but if you want to see those ip and arp , you can simply
type arp -a or ip neigh show to see those. And if you want to allow clients
only on based on their arp address, you should --enable-arp on squid during
configure session.

both mac and ip address are significant when the client and the proxy server
are on the same network segment ... but when the client is on the different
network segment, only the ip address is significant.... with regards to
transparent thing, even if your router, proxy server and the client are on
the same network segment and the router is the one hijacking the http
packets, the mac address of the router and the ip address of the client are
significant here...
