How are you verifying everyone is put into delay pool 2?

Unless somehow all your users are matching on the overused
acl, the acls you have setup are fine.

A bit of advice: you can change delay pool 2 to a class 1
pool, because the total and individual limits are the same.
This will save you some CPU power.
