[squid-users] acl help

I am having problems with my acl, I have the following set:
all Client Address 10.10.1.0/0.0.0.0 allow
manager URL Protocol cache_object deny
localhost Client Address 10.10.1.1/255.255.255.255
127.0.0.1/255.255.255.255 allow

but for some reason others out side the network can use the proxy how
do I stop this.
