[squid-users] assign ip to downloading...!!!!!

Hello Members..
I just want to know how i assign limited ip for downloading
for e.g
group1
192.168.10.1 to 192.168.10.20

group2
192.168.10.21 to 192.168.10.40

so i just assign the downloading to group2
but i dont want that group1 do the downloading..

can anybody tell me how is it possible...?
