[squid-users] no_cache deny NOT working

Hi,
I have squid-2.5 running but is having problem using the no_cache deny
directive to avoid caching local sites, the cachemgr IP Cache Stat &
Content showed it cached both local & remote sites. My squid.conf files
for this purpose looks like this:

acl dpws_nocache dst 172.16.0.0/255.255.0.0 192.168.0.0/255.255.0.0
acl localsites dstdomain localhost .dpws.nsw.gov.au
always_direct allow localsites dpws_nocache
no_cache deny dpws_nocache
no_cache deny localsites

I have read various documentation but I can't see anything wrong with
my configuration.
Any suggestion please.
