You have confused iproute2 and iptraf. iptraf is a network monitoring
utility; iproute2 is the package you need for traffic shaping.

1) Check in /lib/modules/[version #]/kernel/net/sched
2) Ask RedHat support or the RedHat forums
3) Try it and see if you get an error - it won't hurt your system
