commBind: Cannot bind socket FD 12 to *:3128

Sir,

I am facing a problem from last one month just after reinstalling
Redhat Linux 9.0 which i never experienced before, i was been using the
squid from last 2 years and i never faced any problem for this long
ever before.

When the system got booted then everything will be fine even with squid
