I very much doubt he is using 192.168.1.0 as IP. I think he means the
whole 192.168.1.* network which he specified correctly.

The problem you remember is if you mean to specify a specific IP address
but instead specify a masked network address thinking that the netmask of
the network matters to Squid when looking for specific IP addresses.
